oakland police department has ended. the city reached an agreement with civil rights attorneys suing the department and calling for a federal takeover. under this agreement, just approved by a federal judge, oakland will have to hire someone to oversee police reforms. they will pay the salary but that person will report to the judge and have broad powers including firing officers including the chief. it stems from the allegations of four officers who called themselves the riders and were accused a number years ago of handing out vigilanti justice on the streets of oakland. >> developing news, authorities have caught up with software company john mcafee. he was arrested in guatemala accused of entering the country illegally. he created the anti-virus software has been on the run for the past month after officials in belize tried to question him about the death of a neighbor. abc spoke with him in guatemala. >> how i would know? how would i know. >> dan: he says he has requested asylum in guatemala. he claims he is being persecuted refusing to donate to local politicians. >> i was walking

heavy rain in san francisco a lot of water pools in the mission district. as precaution today, city workers brought in sandbags to protect businesses and homes. the neighborhood is a former lagoon association rain water trickles down from other neighborhoods. city has a multimillion dollar plan in the works to help keep the mission from flooding in the years ahead. the rain was a challenge for folks in daly city where work crews were trying to shore up a hillside. november 13th rupture we reported to you let loose 45,000 gallons of water. you can see all the earth sha shifted. crews have been replacing the 5,000 cubic yards of soil and this rain isn't helping them. they have to fix the hillside before they can repair the water main. >>> in pa assist ka was pounded by wind and rain and katie marzullo has more from that spot. >> i heard big boom and that with a bas it. >> she was working in the shop when an insulator blew leaving 1100 customers without power and intersection blocked off. >> i knew i was in trouble. >> richard holmes found himself in a dangerous situation. he and his n

. the sky 7 hd video shows some of the toppled trees around san francisco. in other parts of the city in the area there have been problems as well in san anselmo. 30,000 gallon of raw sewage escaped from manhole. most now recovered. the problem was apparently caused by some kind of material clogging a sewer line. we can go next to the south bay where vine hill road interscott's valley in santa cruz mountains could be closed for quite some time after part of the 2 lane road washed away yesterday as all the rain came down in that part of the bay area. then this. storm related sink hole in the east bay city of lafayette and means months of repair. classed water sewer gas lines just a huge mess. mountain view drive near mount diablo boulevard is closed for quite some time at least a mess for quite some time because of this. story tonight from laura anthony. >>reporter: clean up continues before the repair can begin along mountain view drive in lafayette. one day after steady downpour ripped away a huge section of the roadway that runs over a creek. jeffrey lives cross by but didn't get to
